Enabling Self-Directed Pension Investment

The missing layer in Norway’s pension market

Norway’s employee pension accounts now hold NOK 722bn across 2.3 million accounts. Yet independent fund managers hold less than 1 in 500 kroner of pension money, and manage around 1 in 10 kroner of Norwegian retail fund savings.

Our new white paper, The Missing Layer, explores why.

The regulatory framework already allows fund managers to offer pension accounts. The challenge is the operational infrastructure required to run them — from onboarding and transfers to advice, payments, tax, reporting and compliance.

Our analysis shows that outsourcing this operating layer could reduce the assets needed to reach break-even by around 70% in the central scenario.

The paper also looks at the lessons from Sweden and identifies three areas where existing rules could work better for savers:

  • Clarity around outsourced support for the advice duty
  • Transparency around provider-owned funds in default profiles
  • How employer default choices are procured

CentevoNet provides that operating layer, enabling licensed providers and fund managers to offer pension accounts while retaining responsibility for their clients and regulated obligations.
